In a special session, the Chamber of Deputies of the Nation gave half sanction to the bill that establishes a solidarity and extraordinary contribution that reaches people with an equity greater than AR$ 200 million in order to allocate these funds to mitigate the effects of the pandemic. Now the bill is being discussed in the Senate for its final approval.
Subjects reached
Individuals and undivided successions:
- Residents in the country, for all their assets being equal to or greater than AR$ 200,000,000 as of December 31, 2019
- Residents abroad for all their assets being equal to or greater than $ 200,000,000 (two hundred million pesos) as of December 31, 2019
How the tax base is calculated
The tax base will be determined considering the total of the assets of which held by the subjects including contributions to trusts, private interest foundations and other structures, shares in companies or other entities of any type without tax personality and direct or indirect participation in companies or other entities of any type – existing as of December 31, 2019, regardless of the exempt treatment they had in it and without deduction of any non-taxable minimum.
Rates
The rates range between 2% and 5.25% depending on the amount and location of the assets and will be calculated as follows.
The proceeds from the extraordinary contribution established in the Bill will be used for:
- The purchase and / or development of medical equipment, protection elements, medicines, vaccines and all other critical supplies for prevention and health care.
- Subsidies to Micro, Small and Medium Enterprises
- Progresar Scholarships, which accompanies students with an economic incentive during their educational and / or academic career.
- The inhabitants of popular neighborhoods identified in the National Registry of Popular Neighborhoods in the Process of Urban Integration (RENABAP).
- Programs for the exploration, development and production programs related to natural gas.
