On September 22, 2025, the Anti-Corruption Office, through Resolution No. 12/2025, approved the “Guide for the Development of Integrity Programs in the National Public Sector” (the “Guide”). The Guide was prepared jointly with the Integrity Policy Observatory and with contributions from various public bodies with authority in matters of integrity, transparency, and oversight, with the aim of defining quality standards and unifying common criteria to prevent corruption and promote institutional ethics.
The Guide is intended to serve as a roadmap for the development and implementation of Integrity Programs that establish principles, actions, and procedures designed to promote ethics and transparency, as well as to prevent, detect, mitigate the impact of, and sanction potential irregularities or acts of corruption within Public Sector organizations.
The Guide adopts a methodological approach that covers the entire process from planning to evaluation and is divided into two parts.
- In the first part, practical aspects are set out to ensure the continued validity and relevance of Integrity Programs over time, through guidelines on diagnosis, design, drafting, implementation, monitoring, and evaluation of such Programs. It suggests that the highest authority of the relevant jurisdiction or agency provide institutional support for the initiation of the Program development process.
- The second part details the Components of Integrity Programs. It addresses measures and tools related to public ethics, transparency, management of conflicts of interest, asset declarations, integrity in public procurement, citizen participation, and the promotion of an organizational culture based on values.
Although the Guide has been designed for application within national public sector agencies, the Anti-Corruption Office will promote its dissemination and adoption at the federal level, with the aim of providing both theoretical and practical contributions to the implementation of integrity policies in provincial and municipal governments.
