On January 1, 2025, through Resolution No. 11/2025 (the “Resolution”), the Ministry of Economy created the Private Initiatives Database (“BIP”), a digital repository designed to collect, systematize, and facilitate access to private initiative projects submitted to the National Executive Branch. Its objective is to promote transparency in the processes of granting concessions for public works, infrastructure, and services in sectors of general interest.
The Private Initiatives Regime is regulated in Annex III of Decree No. 713/24, which implements Title III of Law 27.742.
The BIP is fed with information provided by the agencies responsible for receiving and evaluating private initiatives.
Private initiatives may be submitted in two ways:
- By invitation from the competent authority, based on sectors or projects identified as being of public interest.
- Without an invitation, in which case the proponent must justify the public interest supporting their proposal.
